Call for 12th President of Tzu Chi University Candidates

In its pursuit of excellence, Tzu Chi Education Foundation, with approval from the Ministry of Education, has decided to merge Tzu Chi University, which excels in medicine, biomedical engineering, and humanities and social sciences, with Tzu Chi University of Science and Technology, known for its strengths in nursing and health technology management, to establish a new Tzu Chi University. This integrated institution will embody both teaching and practical application, blending science and humanities, and maintaining international competitiveness. We are actively seeking to respectfully invite an outstanding individual to guide the integrated Tzu Chi University on its journey towards becoming a world-leading university, leading it into a new chapter of excellence.


Characteristics we look for in a President:

A University President should ideally possess the following qualifications:

  1. Expert Leadership in Higher Education:Demonstrate leadership to navigate the institution through challenges and opportunities.
  2. Advocacy for Academic Excellence:Showcase a passion for academic brilliance, ongoing innovation, and a commitment to upholding humanistic values.
  3. Exceptional Communication Skills:Have outstanding communication and interpersonal skills to inspire and foster collaboration within and outside the university community to reach the goal of kinder, wiser people.
  4. Effective Management Skills:Exhibit proficiency in managing human resources, ensuring financial stability, and crafting strategic plans to facilitate streamlined management.

Additional qualifications for the position of University President:

  1. Educational and Professional Expertise:
    The candidate must satisfy at least one of the following:

    • Be an Academician of the Academia Sinica.
    • Hold a position as a university professor.
    • Possess experience in teaching and academic research, equating to the level of a university professor.
  2. Managerial Experience:
    Apart from requirements mentioned in the preceding paragraph, the candidate should have at least three years’ accumulated experience as a director in schools, government agencies, or in other state-owned or private business entities, as stated in the Act of Governing the Appointment of Educators, Article 10.
    The candidate should also meet one of the conditions outlined in Article 13 of the Implementation Rules of the Act Governing the Appointment of Educators:
    • Has held supervisory position of a unit at the first administrative level, or higher, in a junior college, college, or university as stipulated in the rules and regulations governing that educational institution’s organization.
    • Has been in a supervisory position at Academia Sinica of a unit at the first administrative level, or higher, as stipulated in the rules and regulations governing Academia Sinica’s organizational structure.
    • Has been in a supervisory position at the appointment rank of grade 9 or above, or its equivalent at a government agency or state-owned institution.
    • Has been in a supervisory position at a private institution that meets one of the following criteria:
      1. Has registered with relevant government agencies and has received a paid-in capital of NT$80 million or more, and the candidate has held supervisory position of a unit at the first administrative level or above.
      2. The hospital has registered with relevant government agencies that met the relevant laws and regulations of establishing a hospital, and the candidate has held supervisory position of a unit at the first administrative level or above.
  1. Age Requirement:
    Candidates must be under 70 years of age, meaning their dates of birth should be on or after August 1, 1954.
  1. Term of Appointment:
    The successful appointee will serve a term from August 1, 2024, through July 31, 2028.

Nomination Deadline:

Those who wish to nominate others or self-nominate need to submit the President Nomination Form, Presidential Candidate Information Form, and other relevant documents on or before November 30, 2023. Please send them via registered or express mail, or deliver them in person to the Presidential Search Committee. Late submissions will not be accepted. Once the documents have been submitted to the Search Committee, the Committee will retain them, and will not return any of them to the sender.

Candidate Interview

Candidates who have successfully passed the preliminary review will attend an interview, which is scheduled between December 8thand December 21, 2023:

  1. Interview Format:
    • Primary Mode: In-person interview.
    • Locations: Hualien or Taipei.
    • Alternative: Online interviews can be arranged according to the candidate's preference, if necessary.
  1. Interview Duration:
    • Thirty minutes dedicated to the candidate sharing insights on university governance.
    • An additional 60 minutes allocated for interactive discussion.
  1. Additional Interview:
    • Candidates may undergo two or more interviews, based on necessity.
    • The time and location of each interview will be communicated in advance.
